Coordinated access is a tool designed to ensure that homeless persons and persons at risk of homelessness are matched as quickly as possible with the intervention that will most efficiently and effectively ends their homelessness.  The El Paso COC has designed the Coordinated Assessment System (CAS) to coordinate and strengthen access to housing for families and individuals who are homeless or at risk of homelessness throughout the County of El Paso. The CAS institutes consistent and uniform assessment and referral processes to determine and secure the most appropriate response to each individual or family’s immediate and long-term housing needs.

El Paso County serves as the one-stop location for prevention and homeless housing and services in El Paso County through a walk-in service center and hotline. Persons in need of housing and services receive a full assessment to determine need and priority and are matched and referred to appropriate programs and services. The County Coordinated Access team is located at 6314 Delta, 79905, and can be seen during business hours, M-F, 8:00 a.m. to 5:00 p.m.  The hotline is 915-775-2791 and is answered during business hours.  Messages are returned within 24 hours.  In addition, 2-1-1 provides “warm” referrals during off hours as part of the coordinated assessment initiative.
