The Coalition is the Collaborative Applicant for HUD’s Continuum of Care (CoC) Program Application.  The CoC Program is designed to promote a community-wide commitment to the goal of ending homelessness; to provide funding for efforts by nonprofit providers, States, and local governments to quickly re-house homeless individuals, families, persons fleeing domestic violence, and youth while minimizing the trauma and dislocation caused by homelessness; to promote access to and effective utilization of mainstream programs by homeless individuals and families; and to optimize self-sufficiency among those experiencing homelessness.

In its capacity as Collaborative Applicant, it also serves as the ESG Coordinator for the Texas Department of Housing and Community Affairs’ (TDHCA) Emergency Solutions Grants (ESG) Program, a competitive grant that awards funds to private nonprofit organizations, cities, and counties in the State of Texas to provide the services necessary to help persons that are at-risk of homelessness or homeless quickly regain stability in permanent housing.  The ESG program is funded by HUD and administered by TDHCA.
